My Portrait Illustration Process:

This is how I illustrateĀ a piece from start to finish.

Getting instructions and references

We start by getting the info and files we need for the illustration. I clearly state what are the best requirements for the photo references here as well.

Compiling and  Photo ReTouching

Once I received the photo references, I compile them and color correct them using Photoshop. This is to be able to draw them together without it looking weird due to the lighting.
I also sometimes use photo enhancing apps like Remini for the blurry photos.
Sometimes, they don't have any recent photos of the individual especially if they had already passed on years ago- so we remedy that fixing the photos.

Sketching

This is where the actual painting begins.

I fix any perspective errors and make it seem like the photo was taken together.

I take cues from their clothing- choosing the best one. (Or as requested by the client.)

Base Colors

I usually paint depending on the setting they are supposed to be in. In this piece, I was asked to have them be in a fall/autumn setting. Also, I thought it would be best that they were against the light (taking cue from the photo references they gave me)
So, I started with a darker base color and started from there.

Color Blocking

This part looks the messiest and most unflattering.

The goal is to have the basic shadows and tints on the painting.
I usually color block with just an opaque brush and try and emulate how the shadows and highlights go in the original photos.
Creases in clothes are started here.

Blending

This takes the longest time out of all the steps. It's were I try my best to replicate the subjects, while making it seem natural.
Of course this is the best part, where they start to look most like themselves. 
In the cases where its requested the subjects be drawn in half/full body without references, I just wing it.

Background and finishing touches

After everything is finished, the last part would be to incorporate the background to the subjects. I make additional tweaks, polishes, as well as finishing touches.
Additional lighting effects are added and sharpening, color correction etc.
